I do. Inter-dimensional travel is within my capability when all my power is available to me, however: as I was designed for war I am not optimized for it. It would require research.
However: if I am capable, then it stands to reason that others here are equally capable. Or: At minimum: Capable of being instructed in the science.

Significant magic has been used to restrict the power of individuals brought here. It is likely that all inter-dimensional travel is similarly restricted, though it will remain beneficial to increase the number of people who will be capable of it once we can remove those restrictions.
