As far as I am aware, 'what you want them to be' and 'what the Shepherd will agree to.'

So you have to tell a Shepherd your wish and they have to agree. It feels like there are probably other limitations to it that we don't know about yet; wishes are never that straightforward.

I suspect there is a power limitation as well, and you cannot simply, say, wish every problem in your universe fixed wholesale.
